The ERA released its final decision on 28 February 2011. If implemented, the final decision will result in a 5.1 per cent increase in revenue over the regulatory period compared to what was proposed in the draft decision.

WA Gas Networks’ application to the Australian Competition Tribunal covers a number of aspects of the final decision including the treatment of working capital and certain network costs, and estimates of the cost of debt and equity capital.

This was the first access arrangement proposal to be considered by the ERA under the National Gas Access (Western Australia) Act 2009, which amends and implements the National Gas Law and the National Gas Rules in Western Australia.

The outcome of the appeal process is expected in late 2011 or early 2012.
